In a single 48-hour window in May 2026, three signals crossed the wire. Vapi closed a Series B at a $500M valuation on the back of Amazon Ring routing 100% of its inbound calls through the platform. PolyAI announced a Toronto hub at the milestone of 200+ enterprise customers across 25 countries. And the European Commission published its draft guidelines on Article 50 of the AI Act, less than three months before transparency obligations become enforceable on 2 August 2026.

Every shortlisted vendor needs to be scored against four independent variables — not one composite ranking. Composite scores hide the trade-offs that decide whether a contract survives 18 months.

Axis 1 — Orchestration depth

Orchestration depth is the breadth of what a vendor's runtime can actually do once a call connects: tool calls, multi-turn state, system integrations, escalation logic, conditional flows under barge-in. Most procurement decks treat this as a single binary (does the vendor "support agentic workflows?") when the real question is how much production complexity has the runtime survived?
