Below that line, a flat rate wins. At 5,000 minutes a month DILR Voice is $700 against Bland Build at $899, because you are paying $299 for a discount you have not used yet. Bland Start matches our $0.14 exactly, so at low volume the honest answer is that price is not the deciding factor: capability is.

Cheaper than us at outbound volume, and it is not close at the top end. At 30,000 minutes a month Bland Scale is $3,799 against our $4,200. If you are dialling that much, that gap is real money every month and it compounds.

SOC 2 Type II, HIPAA, GDPR and PCI DSS v4.0. All four on Bland's own trust page, none of them itemised as a paid add-on the way Vapi charges $2,000 a month for HIPAA mode. DILR Voice has none of these certifications.

One bundled per-minute number, with a declared effective date. Bland folds the LLM, speech-to-text and text-to-speech into the connected-minute rate, and its docs state when the pricing took effect. You do not have to model five line items the way you do on Retell, or source your own stack the way you do on Vapi.

Bland publishes three self-serve tiers, effective December 5, 2025: Start at $0 a month plus $0.14 a minute of connected time, Build at $299 a month plus $0.12 a minute, and Scale at $499 a month plus $0.11 a minute. Enterprise is contracted. Beyond the per-minute rate, watch two line items: transfers cost $0.05, $0.04 or $0.03 a minute by tier (free if you bring your own Twilio), and outbound attempts carry a $0.015 minimum charged even when the call does not connect. We are not going to tell you, because we cannot verify it. Reddit is not machine-readable for us, so any thread or quote we published here would be invented. We have linked live Reddit searches for Bland below so you can read the actual discussion and judge for yourself. We will also say plainly that the review-site numbers circulating for Bland are not usable: the sources we found split between 5.0 out of 5 from three reviews and roughly 3.3 out of 5, and we could not open either page to check. A rating from three reviews is not evidence anyway.
Is Bland AI or DILR Voice better for outbound calling?
Bland, if outbound volume is the entire business. Does Bland AI charge for calls that do not connect?
Yes, a little. Bland publishes a $0.015 minimum per outbound call attempt, charged even if the call fails to connect. That is a real cost to model if you are dialling cold lists with low connect rates: at a 20% connect rate, every connected call carries roughly five attempts, so about $0.075 of attempt fees lands on top of the connected-minute rate. It is not a large number, but it is invisible if you only compare headline per-minute rates, which is why it is in our table.

They cover different layers, and Bland wins the certification layer outright. Bland's trust page lists SOC 2 Type II, HIPAA, GDPR and PCI DSS v4.0. DILR Voice has none of those badges.
