Vapi Alternative UK: When to Switch and What Moves

Dilr Voice is an enterprise voice AI platform from DILR.AI that runs inbound and outbound phone calls for teams seeking an alternative to Vapi's developer-first build. This guide covers when Vapi still fits, which UK duties stay with the caller, and what moves when you switch.

Most UK teams searching for a Vapi alternative are not unhappy with Vapi's engineering. They are unhappy with what the engineering asks of them. Vapi describes itself as "the developer platform for building voice AI agents", and its own introduction promises full control over speech-to-text, the language model and text-to-speech, with dozens of providers to pick from. That control is the product. For a team with engineers to spare it is the right trade. For a contact centre that needs a governed phone line by next quarter, it can slow the path from pilot to production, because every change waits for an engineer. For context, McKinsey's State of AI (November 2025) found that 88% of organisations use AI, while 33% have it in production.

This guide is written for the Head of Customer Operations who already has a Vapi build, or a Vapi shortlist, and has to decide whether to stay, switch or run both. It covers four things: when Vapi remains the better choice, what UK duties stay with your business whichever platform you choose, what actually moves when you leave, and how Dilr Voice differs as an alternative. It deliberately cedes three neighbouring questions. The five-vendor feature and pricing comparison lives in our best AI voice agent 2026 guide. The category argument between orchestrators and platforms lives in voice AI orchestration vs platform. The Amazon Ring bake-off lives in our Vapi and Amazon Ring analysis. Nothing here repeats a price for any vendor.

This guide is shipped by the team behind Dilr Voice, a multi-agent voice AI platform that chains specialised agents into a single phone call. Or see DATS, the five-stage system behind our AI consulting work.

When is Vapi the right choice for a UK enterprise?

Vapi is the right choice when a UK enterprise has engineers who want to own the voice stack and will be measured on how well they tune it. Vapi lets that team pick its own transcriber, model and voice, bring its own provider keys, write custom servers and compose multi-assistant Squads. If the voice agent is part of a product you sell, that control is worth more than any packaged workflow.

The concession matters, so it is worth being specific. Vapi's provider keys documentation says that once you add your own API key for a provider, Vapi stops charging for that provider and the provider bills you directly. A team with an existing enterprise agreement for a model or voice provider can therefore carry it straight into the build. Vapi's Squads let one assistant qualify a caller and hand off to another for booking while keeping the conversation context. Those are real engineering advantages, and our own buyer guide recommends Vapi when developer control of your own model stack is the job.

Three signals say you should stay. You have at least one engineer who owns the voice agent as a product, not a side project. Your compliance team is comfortable reviewing a multi-vendor pipeline, because each provider you add is another processor to assess. And the call workload is close to your core product rather than to a back-office queue. If all three hold, the build vs orchestrate vs buy decision has probably already been made in favour of orchestration, and switching would cost more than it returns.

What makes a UK team look for a Vapi alternative?

A UK team has good reason to look for a Vapi alternative when the people who own the call outcome are not the people who own the code. If operations wants to change a script, add an after-hours rule or start an outbound campaign, and each change becomes an engineering ticket, the queue of changes can grow faster than the team that can make them.

The second trigger is governance load. Every component in a Vapi pipeline is a choice, and every choice is a supplier relationship your organisation has to account for. A transcriber from one provider, a model from another, a voice from a third and telephony from a fourth is four sets of terms to review before a security questionnaire is even sent. Our guide to answering voice AI security questionnaires covers what a regulated buyer's procurement team asks of each one.

The third trigger is the operating layer around the call. Vapi supplies the conversation engine and building blocks such as outbound campaigns with a calling window, set up in its dashboard or through its API. The rules specific to your business, such as which consent record covers which number, how an opt-out reaches every system and which CRM fields change after a call, are yours to design and connect through its tools and webhooks. A team that builds all of that around a voice API has taken on part of a dialler, a workflow tool and a compliance checker as well, which raises the question the first stage of our DATS methodology, Discover and Diagnose, exists to answer: is the build still the best use of the people maintaining it?

None of these triggers is a defect in Vapi. They are signs that the buyer's operating model has moved from building a voice product to running a voice operation. That shift is what the rest of this guide is about.

What does Vapi's EU region change for a UK buyer?

Vapi's EU region gives a UK buyer an EU-hosted environment for voice agents, but it is a separate environment with its own dashboard, API and SIP endpoints, and Vapi's documentation says it is available only with the Premier Success Package. Each Vapi organisation belongs to a single region, so assistants, tools and phone numbers live in one place.

That design has a practical consequence for anyone already running on Vapi's default United States endpoints. According to Vapi's EU region and data residency page, every resource lives with the organisation's region, and each region is a separate, isolated environment. Because the region holds the assistants, tools, phone numbers and SIP credentials, and uses its own keys and endpoints, treat a move from the US region to the EU region as a project to scope with Vapi rather than a setting change. The same page lists two regions, the United States and the European Union. We found no UK-specific region described on the Vapi pages we read on 22 October 2026, so a buyer who needs UK hosting specifically should ask Vapi directly and get the answer in the contract.

Residency is also about more than where the API lives. Vapi's data flow documentation explains that its orchestration models, which handle endpointing, interruption detection and noise filtering, are proprietary, not customisable, and run on Vapi's own infrastructure, with processing described as ephemeral. It also says that even when you send recordings and call logs to your own storage bucket, system logs and product usage metrics always stay on Vapi's infrastructure. For a data protection officer, that is the honest map: you can move the call artefacts, not every operational trace.

The full treatment of hosting and where processing happens sits in our EU data residency guide for voice AI, which also covers transfer mechanisms. On the alternative side, Dilr Voice is hosted on Google Cloud Platform, encrypted at rest and in transit, with dedicated tenancy and regional data residency options for enterprise. Ask either vendor to name the region in writing before you sign.

Who carries the PECR and UK GDPR duties when you switch platforms?

Under PECR and UK GDPR, the duties attached to a call programme stay with the business that makes or instigates the calls and decides why the data is processed. Switching from Vapi to Dilr Voice, or to any other platform, moves the processor. It does not move the controller's obligations, and no vendor's compliance feature transfers them to the vendor.

Start with outbound marketing, where the consent rules are strictest. Regulation 19 of the Privacy and Electronic Communications Regulations prohibits transmitting recorded matter for direct marketing by an automated calling or communication system unless the called subscriber has previously notified the caller that they consent, and the caller presents a calling line identity on which it can be contacted. The ICO's guidance on electronic and telephone marketing confirms that PECR applies different rules to live calls and to automated calls. Screening against the Telephone Preference Service is a live marketing call rule, as Ofcom's consumer guidance describes it, so it is not a substitute for the prior consent regulation 19 requires. The decision tree for AI outbound under regulation 19 sits in our AI outbound calling GDPR and PECR guide.

The cost of getting this wrong rose sharply in 2026. The Data (Use and Access) Act 2025 raised the maximum PECR penalty from £500,000 to £17.5 million or 4% of global annual turnover, whichever is higher, as Mishcon de Reya summarised after the change took effect in February 2026. Regulation 19 is framed around the person who transmits or instigates the calls, which for a business running its own campaign is that business.

The UK GDPR duty that a platform switch most directly triggers is processor selection. Article 28(1) of the UK GDPR says that "the controller shall use only processors providing sufficient guarantees to implement appropriate technical and organisational measures in such a manner that processing will meet the requirements of this Regulation and ensure the protection of the rights of the data subject." A new voice platform is a new processor, so the due diligence, the processing contract and the sub-processor list all have to be redone rather than carried over. Article 28(2) adds that a processor may not engage another processor without your prior specific or general written authorisation, which is why the supplier-count point made earlier matters: every transcriber, model and voice provider behind the platform is part of that chain. Our guide to sub-processor chain authorisation walks through the paperwork.

What a platform can do is make the controls easier to run. Dilr Voice ships per-country compliance rules by default: recording consent, DNC registry checks, opt-out recognition, permitted calling hours and full audit trails on every call. Those settings help your team operate the rules. The lawful basis, the consent records and the accountability remain yours, and the UK and EU voice AI compliance pillar sets out the wider map.

How does Dilr Voice differ from Vapi in practice?

Dilr Voice differs from Vapi mainly in how much of the call operation comes packaged. Vapi is built for developers who assemble the pipeline component by component. Dilr Voice is a multi-agent platform that chains specialised agents into one call and adds outbound campaigns, an inbound front desk, post-call automation without code and per-country compliance rules shipped by default.

The table below compares what each vendor's own live pages say, read on 22 October 2026. It is a description of operating models, not a ranking, and it leaves pricing to the comparison guide linked above, which sources each vendor's published figures.

Two cautions keep this table honest. First, both vendors publish their own response-time figures, measured their own way, so neither number tells you how either platform will behave on your traffic; test both on a sample of your real calls. Second, any certification you rely on, whether SOC 2, ISO 27001 or a healthcare agreement, should be checked in the vendor's current trust documents and named in the contract, not taken from a blog post, this one included.

The same operating question shapes our AI operating model consulting, which covers governance, RACI and lifecycle for a workload like this one, audit-ready by design.

What actually moves when you leave Vapi?

Leaving Vapi takes four steps: inventory the conversation design (prompts, tools and handoff logic), re-paper the processors and decide what happens to stored call data, move the phone numbers, and run the old and new platforms side by side before cutting over. One thing does not move at all: the operational logs Vapi keeps on its own infrastructure.

The diagram below is the order we recommend, because each step removes a risk the next step depends on.

Moving a voice workload off Vapi
01Inventory thebuildPrompts, tools, Squads02Re-paperprocessorsArticle 28 contract03Move the numbersCarrier account first04Shadow then cutParallel run, then swi…
Each step clears a dependency before live traffic moves; the old and new platforms run side by side until the last step.

Inventory the build. Export every assistant's system prompt, tool definitions, webhook endpoints and Squad handoff rules. Treat the prompts as specifications rather than code to paste: a multi-agent platform such as Dilr Voice splits the work into specialised agents, so a single long prompt may be divided into shorter ones with clear handover points. Vapi's own Squads documentation makes the same argument for splitting large prompts.

Re-paper the processors. Before any personal data reaches the new platform, complete the Article 28 contract, the sub-processor list and, where data leaves the UK, the transfer assessment. Then decide what happens to the data held by the old processor. Vapi's HIPAA documentation notes that by default it records calls and stores logs and transcriptions, so your retention schedule needs an explicit instruction for that archive at contract end. Our voice AI data retention guide covers how to set that period.

Move the numbers. This step is where the telephony choice made at the start pays off. A number you imported into Vapi from your own Twilio account, which Vapi's Twilio import guide describes using your Account SID and Auth Token, stays in your Twilio account; you repoint it. A free Vapi number, which Vapi's documentation describes as using a US area code and supporting inbound calls only, is not held in your own carrier account, so ask Vapi early whether and how it can be moved. Dilr Voice runs telephony on Twilio or Vobiz, so confirm with both vendors how an existing Twilio number will be connected before you schedule the move.

Shadow, then cut. Run the new agents on a slice of traffic while the old build keeps handling the rest, compare outcomes, then move the remainder. Our enterprise voice AI agents guide sets out where deployments tend to break on the way to production, which is what the parallel run is there to catch.

Where a team wants help running a move like this, our AI execution office is embedded delivery, with production placements the client owns.

What is the best Vapi alternative for UK enterprise in 2026?

The best Vapi alternative for a UK enterprise in 2026 depends on whether the buyer wants to keep building or wants to stop. Teams that want to keep building should compare other developer-focused platforms. Teams that want one platform for inbound and outbound calls, with per-country compliance rules shipped by default and post-call automation without code, should shortlist Dilr Voice alongside managed alternatives.

Here is the scoped verdict we would defend in a procurement meeting. Choose Dilr Voice when the workload is a governed UK call operation: outbound campaigns that must respect calling hours, opt-outs and DNC lists, an inbound front desk with warm transfer to a human with full context, and post-call updates to HubSpot or Salesforce without an engineering ticket. Stay on Vapi, or compare the other platforms in our five-vendor guide such as Retell AI and Bland AI, when the voice agent is part of a product and your engineers want to own every component. If you want a vendor to design and run the agent as a managed service, enterprise conversational AI vendors such as PolyAI belong on the list, and their service model should be checked in their own materials.

Where Vapi wins is real. If your requirement is maximum choice of models and voices, custom servers in the loop, or an EU-hosted environment documented in detail on the vendor's own site, Vapi's own documentation answers those questions in detail, as the pages cited in this guide show. Where it costs you is in the people and processes you need around it.

The five-vendor comparison linked in the introduction carries the sourced feature matrix and pricing for this shortlist, and our enterprise voice AI vendor checklist turns the verdict into questions for a request for proposal. For the procurement view across the whole vendor map, read voice AI procurement in 2026.

How should you build the business case for switching?

A business case for switching from Vapi rests on the cost of the people and the risk around the platform, not on the per-minute rate. The honest comparison sets the engineering time spent maintaining the current build, the governance effort of a multi-vendor pipeline and the backlog of operational changes against the one-off cost of migrating and re-papering the processors.

Start with the change queue. Count the operational changes requested in the last quarter (script edits, new campaigns, routing rules) and how long each took to reach production. If most of them waited on an engineer, that delay is part of the cost of the current build. Then count the suppliers in the pipeline and the reviews each one needs every year. Finally, price the migration itself: the inventory, the contract work, the number moves and the parallel run.

The framing in our voice AI ROI framework turns those counts into payback and helps a finance team test the payback period against the migration cost. If the case does not close, staying on Vapi is a legitimate answer. If you would rather have an outside view before deciding, a short scoping call with our team is the fastest way to get one.

Can I keep my phone numbers when I move off Vapi?

You can keep a phone number when you move off Vapi if it is held in your own carrier account. A number imported into Vapi from your own Twilio account stays in that account and can be connected to a new platform. A free number created on Vapi itself is not held in your carrier account, so ask Vapi early whether it can be moved.

Does Vapi offer UK data residency?

Vapi documents a United States region and a European Union region, and its EU region page says EU access is available only with the Premier Success Package. We found no UK-specific region described on the Vapi pages we read on 22 October 2026. A UK buyer who needs a named hosting location for Vapi or any alternative should get it confirmed in writing in the contract.

Is TPS screening enough for AI outbound calls?

No, Telephone Preference Service screening is not enough for AI outbound marketing calls on its own. TPS screening is a rule for live marketing calls. An AI voice agent playing generated speech is likely to fall under PECR regulation 19 on automated calling systems, which requires the subscriber's prior consent, a duty that binds the business making the calls rather than its voice platform.
